PSA Consulting developed the comprehensive Toowoomba Region Growth Plan (TRGP) and associated planning scheme projects, which set the policy intent and established a framework for growth in the Toowoomba Region to 2051.
The TRGP is intended to stimulate further land use, alongside infrastructure policy and planning work, to ensure that the delivered growth is well-managed and sustainable – aligning policies, programs, investment and decision-making.
To develop a plan that suited Toowoomba’s unique circumstances, PSA needed to:
- Understand the situation, identifying and investigating trends that influence the region’s growth,
- Develop alternate growth scenarios based on population and employment growth, settlement pattern and housing mix,
- Test and analyse the scenarios to understand the implications of growth and performance against key criteria, and
- Draft growth options and undertake active engagement with stakeholders and community members.
