PSA Consulting is partnering with Kempsey Shire Council on a suite of strategic planning projects that will shape the region’s long-term growth and development.
PSA developed the Kempsey Local Growth Management Strategy (LGMS), which sets the direction for future development across the shire. The LGMS aligns infrastructure planning with projected growth, landscape and local character, housing needs, activity precincts, and employment areas.
Our team’s work included:

- Employment Lands Analysis
- Local Character Statement review
- Scenic Protection Layer review
The LGMS creates a clear line of sight to key State instruments, including the North Coast Regional Plan 2036, and integrates with Council strategies relating to environmental values and constraints, climate change, and protection of productive land.
PSA Consulting is also supporting Council through a major review of the Kempsey Shire Development Control Plan 2013 (DCP) and associated policies and procedures. This review will identify gaps, define required updates, and inform new sections to ensure the DCP is contemporary, fit-for-purpose, and aligned with best-practice planning outcomes.
