Overview

PSA collaborates closely with TMR-Translink to deliver specialised project and program management services, supporting Translink in coordinating and managing the Queensland Government’s response to the Brisbane City Council-led Brisbane Metro project.

This project significantly impacts TMR’s assets, public transport operations, operating costs, and customers. PSA’s expert project managers partner with Translink to oversee and execute the necessary activities to facilitate Brisbane Metro’s delivery by Council, ensuring seamless integration into Translink’s business-as-usual operations and the broader public transport network under Translink’s responsibility.

Key Contributions by PSA

Transport Program Management and Operational Readiness

PSA has established and managed the comprehensive Program Management framework through which Translink coordinates and delivers multiple inputs across TMR and other State agencies. Key components include:

  • Developing a multi-agency joint governance framework.
  • Managing program schedules, project reporting, executive briefings, risk, and issue management.
  • Overseeing stakeholder and government relationship management.

Additionally, PSA has created and implemented a joint Readiness Assurance framework to track and assess project readiness across infrastructure, vehicles, network planning, and busway operations. This ensures informed decision-making regarding jointly agreed go-live dates for Metro services.

Transport Infrastructure Program & Project Management

With significant new and upgraded busway infrastructure in development, PSA has:

  • Designed and led processes to ensure Translink’s requirements are met at each project stage, from design through construction to operations.
  • Managed multi-disciplinary Translink inputs during infrastructure design review and approval processes, ensuring the infrastructure aligns with operational and customer needs.
  • Project managed planning and operational go-live for PT services and customers across various temporary and permanent busway stations and platforms, including Cultural Centre, King George Square, UQ Lakes, and Buranda. This ensured construction progressed with minimal disruption to PT operations and customers.

Public Transport Service Project Management

PSA has played a pivotal role in managing multiple changes to the bus network required by the Brisbane Metro project:

  • During construction, PSA managed changes, diversions, and temporary adjustments to bus services to accommodate construction disruptions and integrate temporary or new busway infrastructure.
  • For Metro service go-live preparations, PSA coordinated adjustments to existing bus routes, enabling early Metro vehicle use, such as the trial of Metro on Route 169 and the staged go-live of M2 on Route 66.
  • To support the full go-live of Metro services, PSA has driven the planning and delivery of Brisbane’s New Bus Network (BNBN), a major redesign of the suburban bus network to complement and integrate with high-frequency Metro services.

PSA’s project managers have effectively coordinated Translink’s multi-disciplinary inputs for these service changes and managed interfaces with BCC and other key stakeholders. This has ensured successful implementation with optimal customer and operational outcomes.
