Philip Stay is the Managing Director of PSA Consulting. Prior to starting the company late 2004, Philip held senior and executive management positions with Brisbane City Council and State Government in the areas of transport, infrastructure and land use for over 30 years.

With qualifications in civil engineering, law, management and town planning, Philip has been responsible for the planning and delivery of many of SEQ major transport and land use projects. This includes between 2000-2004 when Philip as Director Major Projects Main Roads was responsible for all planning and approvals for the $1.8B upgrade of the Gateway Motorway and second Gateway Bridge.

Since forming PSA Consulting, Philip and his engineering staff have played an increasingly active role in transport and infrastructure planning across Queensland and interstate and have undertaken an impressive portfolio of regional, area, corridor and link planning studies for major roads, public transport, freight, active transport, energy and water cycle projects.

With strong technical, project management and stakeholder engagement skills combined with the ability to identify practical solutions to complex engineering and land use planning issues, Philip is well respected throughout the consulting industry as a someone who can make even the most difficult and complex project a success.

Malcolm Griffin – Director Land Use

For nearly two decades, Malcolm has been delivering land use and infrastructure plans as well as policy development solutions. In this time, he has consistently demonstrated a capacity to deliver major projects in complex legislative and policy environments. He has been responsible for delivering some of South-East Queensland’s most significant planning projects, including the SEQ Regional Plan 2031 and the Greater Flagstone structure planning process.  Over Malcolm’s career he has delivered many projects including principle activity centre master plans, priority infrastructure plans, and lead the assessment of major development applications (master planned communities).

Malcolm has held senior management positions in government, including Manager Strategy and Planning for Logan City Council and Coordinator of Southern Regional Organisation of Councils, Local Government Association of Queensland and Redland Shire Council. In 2009, Malcolm was appointed to the Property Council of Queensland, Planning and Development. His consulting strengths include effectively assessing the clients’ needs; the current policy framework; and determining an approach to successfully deliver land use and infrastructure projects. Malcolm’s stakeholder engagement skills and ability to work effectively at all levels of the public and private sector are augmented by his planning practice knowledge and understanding of key drivers affecting planning and development in Queensland.

Matt Tilly – Director Traffic and Transport

Matthew is PSA Consulting’s Director Traffic and Transport. Matthew has 12 years experience in Australia and the UK and has been involved in numerous public and private sector transport planning projects, including: public and active transport schemes; local and regional transport network studies; transport policy development; traffic impact assessments; planning for land use and transport integration and project management of major projects.

Matthew’s most recent position was in Integrated Network Planning, Transport Planning & Strategy branch of Brisbane City Council’s Brisbane Infrastructure Division. Matthew’s role at Council varied from overseeing the work of transport planners and modelers; undertaking detailed analyses into the performance and planning of Council’s transport network; and coordinating Council’s involvement into transport and land use planning projects being led by other agencies –

predominantly the Queensland state government.

With qualifications in regional and town planning, civil engineering and project management, Matthew has extensive technical and management skills, as well as a strong ability in stakeholder engagement. Matthew has been able to identify solutions for a wide variety of projects throughout his career, such as local active transport investigations, transport assessments for developments, town centre parking strategies and area-wide accessibility planning.

Kate Burke – Manager Urban and Statutory Planning

Kate has over 10 years experience working within both the public and private sector, in development assessment, land use and strategic planning including roles with the Department of Main Roads, Land Partners and Logan City Council.

Kate has extensive experience in development assessment, from both a local government and private consultancy perspective. She understands the various issues and challenges facing both public and private sector clients when lodging or assessing development applications. In this role Kate has prepared and submitted major development applications on behalf of clients and managed them through the approval process.

Kate’s strengths as a professional are her ability to both prepare and/or interpret various planning policies, planning scheme provisions and legislation. She has a breadth of policy experience across urban design, retail, industrial land planning and land use.

Steve Harkins – Manager Traffic Engineering

B.Civil Engineering (Honours)

Steve is PSA Consulting’s Manager Traffic Engineering. Steve has over 11 years experience in the traffic and transport industry in Queensland and in the UK. He has experience across public and private sectors and a wide range of locations throughout Queensland. He has had significant involvement in the traffic engineering assessment of subdivisions and master planned community developments, as well as corridor studies, parking studies, site layout access and layouts, construction traffic management plans, intersection analysis and conducting safety reviews and road safety audits.

Recent project experience has seen Steve heavily involved in managing road impact assessments and safety reviews for the coal seam gas industry, through the Environmental Impact Statement and road authority approvals processes.  This has followed on from a variety of traffic impact assessments for the wider resources sector, residential, retail, commercial and industrial development applications.

Having managed small to large scale traffic engineering projects through their design life as well as site supervision experience, Steve is well placed to work with client’s individual needs and provide the advice and analyses necessary to ensure the success of the project.

Wayne Dawson – Specialist Planner

Wayne has over 30 years in local government and brings to PSA Consulting substantial knowledge and understanding of strategic and statutory land use plans; the community planning process and integrated transport / land use planning principles. Having held a number of senior planning roles in government, Wayne is able to draw on extensive experience and stakeholder contact networks in the land use planning area. Wayne managed the Strategic Land Use Planning functions of Redland City Council for over 10 years up till 2011. This dynamic planning environment provided opportunity for Wayne to lead the preparation and delivery of a new planning scheme, a large number of structure and master plans and strategic land use policies for the city. This responsibility required Wayne to develop and deliver creative, innovative and legally robust solutions to complex and difficult planning challenges. Wayne’s strength lies in his ability to deliver contemporary planning documents that reflect the clear interpretation and implementation of the policy direction established.

David Ireland – National Development Manager

David is an experienced Town Planner with almost a decade of professional experience in private consulting. David has prepared, project managed and facilitated development and regulatory approvals for large scale residential, commercial and industrial projects across Australia. He has also drafted statutory policy and strategic planning documents.

David’s key strengths include his ability to develop long term relationships with clients, to quickly obtain a clear understanding of their core business, to provide accurate and creative town planning advice and to facilitate project approvals.

David has an exceptional work ethic and a proven ability to negotiate positive outcomes between regulatory authorities and private sector clients.

Stuart Lutton – Principal Project Manager

Stuart is a specialist project manager with more than 40 years’ experience in state transport agencies. He understands all facets of road planning and design including strategic, feasibility, concept and detailed design as well as specialist problem solving and stakeholder liaison.

Stuart has overseen the delivery of some of the South East Queensland’s most important transport projects including the South-East Busway and Transit project; the Gateway Motorway Upgrade and the second Gateway River Crossing; the Pacific Motorway Transit Project; and the Hornibrook Highway Duplication.

Stephen Glowacz – Principal Planner

Trained as an Environmental Planner, Stephen is experienced in managing South East Queensland planning projects. His focus is integrating sustainable development into all facets of planning projects.

Stephen’s key strengths are based on strong organisational and problem solving capabilities; while he aims for client satisfaction via clear communication; providing leading and innovative solutions; and delivering quality outputs on time. He is skilled in developing planning instruments–including structure plans and planning schemes amendments–as well as the preparation of reports addressing diverse land use planning matters.

Stephen has considerable experience working collaboratively with State and local governments as well as a diverse range of technical consultancies, stakeholders and community representatives. He is a strong communicator with experience presenting both formal and informal presentations to diverse audiences.

Ashley Thornton – Senior Planner

Ashley offers a comprehensive and integrated range of planning skills. With six years’ experience working for local government and Main Roads, he specialises in strategic land use; transport planning; active transport and open space planning; development assessment; infrastructure charging; and infrastructure agreements. Ashley has experience in developing and reviewing Priority Infrastructure Plans and Infrastructure Charges, and assessment of development applications from both a Council and State Agency perspective.

Ashley’s strong analytical skills, tenacious and innovative approach as well as his strong leadership and project management skills allow him to successfully complete challenging projects.

Alec Tattersall – Senior Transport Planner

Alec commenced work with PSA Consulting in January 2010 following a spell with the Queensland Government Department of Transport and Main Roads. Hailing from the United Kingdom Alec spent 3 years working in Local Government in the North West of England where he developed his GIS mapping, project management, community consultation and research and report writing skills.

Alec’s proven record of professional service delivery in Environment, Regeneration, Communities and Strategic Planning capacities makes him a versatile team player and allows him to add value to a variety of different projects.

Shannon Batch – Senior Planner

Shannon is a land use and transport planner with experience in strategic transport planning, development assessment and statutory planning. She joined PSA Consulting in April 2012, having worked for several years with the Queensland Department of Transport and Main Roads. Shannon has strong project management skills and has worked on a range of transport planning projects including the production of Integrated Regional Transport Plans. She has a thorough knowledge of the Queensland planning system and a comprehensive understanding of planning for land use and transport integration in new development.

Hannah O’Reilly – Senior Traffic & Transport Engineer

Hannah joined PSA Consulting in early 2012 after gaining significant private sector and local government experience as a traffic & transport engineer. Hannah has considerable skills in traffic impact assessment and traffic operations analysis, as well as strategic transport modelling and geo-spatial analysis. Having also obtained land use planning qualifications, and having worked on major projects throughout Queensland, Hannah is well placed to provide high-level transport engineering and planning advice to a range of clients.

Helen Reilly – Place-making & Active Transport Planner

Helen joined PSA Consulting early in 2012 after five years in Brisbane City Council’s Active Transport team. In that time, Helen worked on a significant number of walking and cycling initiatives, ranging from short term local improvements, to City-wide strategic planning of the active transport network. Helen’s intimate knowledge of best practice approaches to active transport network development, coupled with her keen interest in urban design and place-making, allows her to provide clients with innovative and deliverable recommendations for improving local areas.

Adam Hatfield – Engineer

Adam commenced work with PSA Consulting as a graduate Civil Engineer in January 2009. He gained industry experience as a student through several undergraduate placements with Maunsell / AECOM, Cairns office.

Adam has excellent skills dealing with transport and civil infrastructure projects. His technical capabilities include the proficient operation of a range of software including AutoCAD, EPAnet flow modelling, 12D, Space Gass, WBNM, SWAN as well as Mapinfo.

Sarah Stirling – Planner


B. Urban Development (Urban and Regional Planning) (1st Class Hons)

Sarah commenced with PSA Consulting in December 2009 following 2.5 years as an Urban Design and Planning Assistant with a multidisciplinary urban design, town planning and landscape architecture firm. Sarah has gained valuable skills and knowledge from working on planning and development projects for both the public and private sectors. Sarah brings to the PSA Consulting team advanced skills in urban design, master planning, site analysis, report writing and generation, and graphic skills.

Nick Jimenez – Engineer


B. Civil Engineering- QUT

Nick commenced work with PSA Consulting in 2010 with experience as a civil design engineer for a large multi disciplinary consultancy. Nick has extensive experience in road design; operational works applications for industrial, commercial and residential subdivisions; civil engineering design cost estimating; and construction administration.

Nick’s design and modelling experience covers all disciplines normally associated with major developments including road works, earthworks, storm water drainage and water and sewer reticulation.

Nick is also experienced in geospatial mapping and analysis and corridor planning for both transport and energy infrastructure. These skills and experience make Nick a valuable and respected addition to the PSA Consulting team.

Natalie Phillips – Finance Officer

Natalie held a number of accounting positions with major transport and food distribution companies before joining PSA Consulting in 2007. Natalie overseas PSA finances including accounting and management reporting systems.

Debbie is responsible for PSA business development including client relations and staff wellbeing. The appointment of Debbie reinforces the importance PSA places on relationships with our valued clients.

Stan Foxcroft- Office Manager


Bachelor of Commerce

Stan has wide ranging experience both locally and internationally and has held senior management positions with companies in the industrial, technical and service sectors.

Much of his time has been spent in engineering and consulting engineering fields and he brings to PSA his general management and organisational skills. Stan is responsible for overseeing PSA administration, accounts and business support activities.
